Born in Halifax, Franklin County, Virginia, Preston was called to be the Presiding Bishop by Church President John Taylor on 6 April 1884. He served until ill health forced him to resign his position on 4 December 1907. He died of pneumonia in Salt Lake City, Utah and was buried there.
